PRC-029-1: Ride-Through for Inverter-Based Resources
PRC-029-1 establishes mandatory frequency and voltage ride-through performance requirements for Inverter-Based Resources — driven by FERC Order No. 901 and years of post-disturbance events showing IBRs tripping or curtailing exactly when the grid needed them most. It applies to Generator Owners of BES and qualifying non-BES IBRs of 20 MVA or more at 60 kV or higher.

What PRC-029-1 requires
- R1 — Voltage Ride-Through: IBRs must remain connected and continue exchanging current during voltage disturbances. Momentary cessation is prohibited in the must-ride-through zone; real power must return to pre-disturbance levels within five cycles after recovery.
- R2 — Frequency Ride-Through: IBRs must remain online through frequency deviations, including continuous operation between 58.8 Hz and 61.2 Hz and sustained operation through wider excursions for at least 6 seconds. RoCoF ride-through is required up to 5 Hz/second.
- R3 — Current Injection & Voltage Support: During disturbances, IBRs must actively inject current and provide voltage support — not simply stay connected passively.
- R4 — Hardware Limitation Exemptions: Legacy IBRs that physically can't meet ride-through requirements may qualify for a limited, documented exemption — submitted within 12 months of the effective date.
